We attempt to accomplish this by daily featuring Literature artists from around the community that deserve the recognition, but are not getting it. Each day we will feature 5 deviations from the Literature categories in a News Article. In order to support the artists that we feature, we ask that you  the news article as well as check out the individual pieces. We understand that each day you may not be able to check out each and every one of the pieces, everyone has their own things going on. first (using PhotoShop), desaturate, go into curves, and bring up the middle curve point 'til the it's pretty darn bright, but still has a slight curve in the highs.
Then create a duplicate layer, add a Gaussian Blur at about 30, then set the layer blending options to Overlay. Create a layer mask, and darken out a bit around the eyes, and whatever else you want to show through a little more.
do some burning on the original layer and Gaussian layer to get the touch you want.
I also added another layer of the original image so that it shows up very little and adds just a touch of color that can barely be seen.
And then painted the eyes and lips with the paint brush set to Colorize, and a low transparency.
play around, have some fun, experiment.
